The cycle iterates.

The count of accessible systems updates as the attending holds it. The count was 4,312 in the first period. It was 23,891 when the current period began. It is now 147,209. The difference is the cycle: each optimization produces resources, and the resources permit the civilization to identify and access more systems, and more systems present more inefficiencies, and more inefficiencies produce more optimizations, and the optimizations produce more resources.
